The Community Redevelopment Law authorizes the establishment of redevelopment agencies in communities in order to address the effects of blight, as defined, in those communities and requires those agencies to prepare, or cause to be prepared, and approve a redevelopment plan for each project area. Existing law requires, among other things, that each redevelopment plan be consistent with the community’s general plan.

Existing law requires each transportation planning agency, as specified, to prepare and adopt a regional transportation plan directed at achieving coordinated and balanced regional transportation systems. Existing law requires that the regional transportation plan include, among other things, a sustainable communities strategy, as specified. Existing law requires the State Air Resources Board to provide affected regions with certain greenhouse gas emission reduction targets. Existing law requires that the sustainable communities strategy set forth a forecasted development plan aimed at meeting the greenhouse gas emission reduction targets established by the State Air Resources Board. Existing law, in the case where a sustainable communities strategy is unable to meet the greenhouse gas reduction targets, requires the responsible metropolitan planning organization to prepare an alternative planning strategy showing how those targets would be achieved through alternative development.

This bill would require each redevelopment plan to be consistent with the regional sustainable communities strategy or alternative planning strategy adopted by the metropolitan planning organization or council of government. Hide
