HR 4749 can help protect the US because improvised explosive device (IED) attacks are a major threat to the US as cited by the Department of Homeland Security (DHS) Secretary, Michael Chertoff. Given that an IED is easy to make and can cause mass casualties it is important to have a strong department researching ways to defend against such attacks. The only problem with creating a new office in the DHS is that there are already 26 offices in the department and adding more offices may not be efficient as the bureaucracy grows.
