Congress establishes civilian corps by Lechuan Zhou, Mar 27, 2008 (12:11am)

This bill would establish a civilian corps that would be sent into countries in need of rebuilding after wars and other disasters. Supporters argue that this civilian corps would increase America’s peaceful rebuilding capacities.
