The Bush Administration officially supported passage of HR 1427 (on recommendation by the House Financial Services Committee) on the grounds that it would stimulate home ownership rates among low-income and first-time homebuyers. The looming risk of a frightening drop in home ownership as a result of a contracting housing market is likely the main impetus for this legislation. HR 1427 seems a valuable attempt at addressing key domestic policy.
