Due to the president’s exclusion of the Iraq and Afghanistan wars’ funding from the annual defense budget, H.R. 1591 was initiated in March of 2007 by House Democrats. It was the first bill to provide additional funding for the Iraq and Afghanistan wars for the rest of the fiscal year. It’s provision of complete combat troop withdrawal from Iraq by September 1st, 2008 garnered it support from anti-war organizations.
