The poorest communities are often home to the worst sources of pollution—and have the highest rates of asthma and other problems that are the result of poor air quality; this bill is an attempt to reverse this environmental discrimination by mandating local governments to develop community Health Impact Profiles to help health policy makers evaluate the health impact of future growth or redevelopment of communities. If implemented well, this bill could help mitigate the burden of pollutants in low-income communities.
