S 2020 renames the Tropical Forest Conservation Act of 1998 to the Tropical Forest and Coral Conservation Act of 2007 and implements a ‘debt for nature swap’ in which a developing nation can trade its debt to its creditor for protecting land from environmental destruction. The environmental groups are split on their opinion of the bill. Some applaud it for its expanded scope, but others chide it for appropriating too little for environmental protections.
