H.R. 520 and S. 247 (111th) would set up a cash-for-clunkers program to encourage certain car owners to trade in their inefficient vehicles for vouchers between $2,000 and $4,500 to spend on public transit or to purchase more fuel efficient vehicles. Under this bill, eligible cars must get 18 miles per gallon or worse. Cars purchased with the voucher must exceed the average fuel economy for vehicles in its class, according to federal fuel efficiency standards, by 25 percent. This bill is supported by environmentalists because its attention to fuel economy would guarantee a reduction in oil dependence and carbon dioxide emissions. Automakers and autoworkers oppose the bill because it does not do enough to encourage American auto sales.

The auto aftermarket industry opposes all cash-for-clunkers programs. The aftermarket industry is concerned that less demand for automotive repair and parts will drive parts manufacturers and repair shops out of business. Although the programs are voluntary, the aftermarket industry argues that difficult access to parts and repair would essentially make trade-in compulsory.
