H.R. 556 (111th) would establish a research and recovery program for the stagnated populations of southern sea otters along the California coast. Sea otter preservation and population recovery is crucial. As predators, sea otters keep sea urchin populations at bay, preventing overgrazing of kelp and algae. Therefore, sea otters are considered by ecologists to be a keystone species-a species that prevents ecosystems from collapsing. The passage of H.R. 556 would allow biologists to work to isolate the causes of population stagnation in order to reverse the pattern.
