The goal of H.R. 1018 is to aid the conservation of wild horses and burros in the American West. This task falls under the jurisdiction of the Bureau of Land Management, which has been criticized repeatedly by horse-advocacy organizations. Congressman Rahall (D-WV) introduced this bill to amend the 1971 Wild Free-Roaming Horses and Burros Act to expand lands available to horses, create more sanctuaries, strengthen adoption programs, and get the public more involved in this issue. The 1971 Act is no longer appropriate due to rising numbers of horses, and public perception of how they ought to be managed.

This legislation is desperately needed to protect the lives of wild horses. Because of the sneaky slip of a rider into an omnibus bill by former Senator Conrad Burns R-Montana, the protections for this horses from being slaughtered wholesale was lifted. This was a protection they have had since 1971 and it needs to put back into place.
