The only method of communication available for prison inmates to speak with their families is the telephone. Because communication with loved ones is an important part of the rehabilitative process, it should be encouraged. However, many inmates are unable to speak to their loved ones because they cannot afford to pay what is considered to be “some of the highest long distance rates in the country.” High rates are beneficial for prison facilities and the telephone service provider. The company charging the highest rates can offer the prison facility large location commissions. However, both parties are profiting at the expense of inmates and their families. H.R. 1133 (111th) would ensure that the Federal Communications Commission address the issue of unaffordable inmate telephone rates, enabling inmates to maintain strong ties with their loved ones and focus on rehabilitation.
