H.R. 2181 (111th) would allocate $6.4 billion in its first year to states to make grants and loans for school districts to build and modernize school facilities to make them safer and more energy-efficient. The bill is designed to give more money to districts with students from low-income backgrounds. The bill also allocates funds to public schools along the Gulf Coast to repair buildings damaged by Katrina and Rita. Supporters of the legislation claim that it will create hundreds of thousands of jobs. Republicans criticize the magnitude of the bill.
