SA 5676. Mr. COBURN (for himself and Mr. DEMINT) submitted an amendment intended to be proposed by him to the bill H.R. 2638, making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2008, and for other purposes; which was ordered to lie on the table; as follows:

Strike section 8006.
At the appropriate place, insert the following:
Sec. __. Notwithstanding any other provision of this Act, none of the funds appropriated or otherwise made available by this Act may be available for any Congressionally directed spending item including projects listed in the tables titled ``Explanation of Project Level Adjustments'' in the explanatory statement described in section 4: Provided, That the amount made available for all corresponding programs, projects, and activities in such tables is rescinded, and the corresponding
amounts be returned to the Treasury for debt reduction.
