On page 50, line 21, insert ``
Provided further, That of the funds available to carry out the bus program under section 5309 of title 49, United States Code, which are not otherwise allocated under this Act or under SAFETEA-LU (Public Law 109-59), not more than 10 percent may be expended to carry out the Urban Partnership Congestion Initiative:'' after ``5309(b)(3):''.
