SA 1430. Mr. SANDERS (for himself and Mr. Casey) submitted an amendment intended to be proposed by him to the bill H.R. 2892, making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2010, and for other purposes; which was ordered to lie on the table; as follows:

At the appropriate place, insert the following:
For an additional amount for programs authorized by the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2201 et seq.) under the heading ``FIREFIGHTER ASSISTANCE GRANTS'' under the heading ``Federal Emergency and Management Agency'' under title III there are appropriated $100,000,000, of which $50,000,000 shall be available to carry out section 33 of that Act (15 U.S.C. 2229) and $50,000,000 shall be available to carry out section 34 of that Act (15 U.S.C. 2229a) :
Provided, That of the $50,000,000 made available under this section to carry out section 34 of that Act (15 U.S.C. 2229a), $20,000,000 shall be available for recruitment and retention grants under that section. The total amount of appropriations under the heading ``RESEARCH, DEVELOPMENT, ACQUISITION, AND OPERATIONS'' under the heading ``Science and Technology'' under title IV of this Act is reduced by $100,000,000.
