Requires that the FDA take into consideration any clinical data regarding how the safety and effectiveness of a drug that treats / prevents heart disease might be confounded by gender, age and racial subgroup. As such, all clinical investigations after the passage of the act must take these variables into consideration in their studies. The Secretary of Health and Human Services shall prepare and submit to Congress an annual report concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. The report shall contain recommendations for eliminating disparities and improving access and treatment. The Secretary shall also distribute (through private or public non-profits) to women over 65 and health professionals educational materials relating to the prevention, diagnosis, and treatment of heart disease, stroke, and cardiovascular diseases in women in addition to establishing educational opportunities for health professionals.
